Scott Frisch received his Bachelors degree from Lafayette College, two Master’s degrees from the University of Pennsylvania (Government Administration and Political Science) and began his professional career as a Presidential Management Intern (PMI) with the U.S. Department of the Treasury in Washington, D.C. During his PMI, Scott had rotational assignments as a management analyst with the Office of Management and Budget in the Executive Office of the President, and as a Legislative Fellow on the staff of U.S. Senator Frank Lautenberg (D-NJ). Upon completion of the PMI program, he was a project manager for the Treasury Department, leading a team studying the implementation of Electronic Benefits Transfer (EBT). After an additional year with Treasury, Dr. Frisch left government to pursue a doctorate at Claremont Graduate School, in Claremont California. While a graduate student, he taught courses at four different campuses of the California State University System (Los Angeles, Fullerton, Pomona and San Marcos). He also served as consultant to the Los Angeles County Blue Ribbon Budget Task Force and Special Assistant to Task Force member Carmen Warschaw. He received a Ph.D. from the Claremont Graduate School Center for Politics and Economics in 1997. A revised version of his dissertation, The Politics of Pork, was published by Garland Publishing in 1998. He taught at East Carolina University from 1997 through Summer 2000 and at California State University, Bakersfield from Fall 2000 through Summer 2003. His main areas of interest include the institutions of American government, public policy, public budgeting and issues of race, gender and ethnicity. He is currently working on a book, Congressional Committee Politics with Sean Q Kelly of Niagara University.Dr. Frisch was a member of the Board of Directors of the Bakersfield Homeless Center and an appointed member of Bakersfield’s Ad Hoc Committee on the City Center Project. He is married and has a four year old.
