Civil Engineer Corps, United States Navy (Retired)

 Captain Westberg is a retired Engineering Executive.  He completed a career as a Naval Officer, serving first on surface ships, and then transferring to the Navy’s Civil Engineer Corps, where he held leadership positions in engineering, construction and operations of major Naval installations.   He obtained a sub-specialty in ocean engineering, qualifying as a diving officer and spending several tours in ocean and underwater construction.  His later assignments included Head of Facilities for a nuclear shipyard, Vice Commander for the Naval Facilities Engineering Command for the western states, Commanding Officer of the Navy’s world-wide specialized facilities engineering service center, and Chief Staff Officer for Naval Base Ventura County, a 17,000 person installation spanning three locations.

Upon retirement from the Navy, he joined biotechnology leader Amgen, Inc.  He was hired to run the facilities and engineering function at Thousand Oaks, with responsibility for all research, manufacturing and corporate headquarters infrastructure.  He later was selected to lead Corporate Facilities and Engineering, overseeing and integrating that function at all major Amgen locations world-wide.  His final assignment was as Amgen’s Engineering Technical Authority, overseeing engineering requirements and technical execution throughout the life cycle of Amgen’s assets, from planning and design through construction, qualification, and operations and maintenance. He was also responsible for Amgen’s energy management program, and in 2014, the Association of Energy Engineers recognized Amgen with its Corporate Energy Management Award.

Captain Westberg holds a Bachelor's degree in ocean engineering from the U.S. Naval Academy, where he was awarded the class of 1929 prize as the top student with that major.  He completed a Master of Engineering degree from the University of California, Berkeley, and the Executive Program at the University of Michigan’s Business School.  He is a registered professional engineer.

Captain Westberg has served on the board and as chair of the Ventura County Society of American Military Engineers, and on the board of the Ventura County Economic Development Association.  He currently serves on the Elder Board of Bible Fellowship Church, and is its past chair.  He is a founding member and past chair of the advisory council for the Martin V. Smith School of Business and Economics at CSU Channel Islands.

Captain Westberg and his wife Patti have lived in Ventura for 16 years.
