
In all cases, no grants or contracts may be submitted to a funder without university review and approval.
ORSP is the point of contact for all potential grant and/or contract proposals on campus. A grant or contract may not be submitted to a funder until after it has gone through the Proposal Administrative Review (PAR) process. The Proposal Administrative Review process may take up to 10 working days. Therefore, it is important that ORSP is in the loop on any potential funding opportunities well in advance in order to schedule the appropriate level of administrative review for your grant or contract. ORSP and the CSUCI foundation handle all final submissions of proposals to the funder after they have been approved by the reviewers. Both ORSP and the CSUCI Foundation may assist with proposal editing and budget development if contacted well in advance of the funder's deadline.
The ORSP Intent to Apply form is the first step in initiating contact with ORSP and the CSUCI Foundation about a grant opportunity. This form is submitted immediately after researching and identifying a funding opportunity of interest. ORSP and the CSUCI Foundation determine the appropriate level of Proposal Administrative Review and assign the Principal Investigator their internal administrative review deadline. This form is used to secure an internal administrative review date by which a complete and final proposal package will be submitted to ORSP for administrative review and approval. Providing a link to the RFP or providing the RFP as an attachment is critical at this step in the process.
Sponsored (research/cooperative) agreements and contracts will normally take longer to review than a grant. If your response is YES to question #16, then you need to complete the Environmental Health & Safety /Risk Management form and obtain approval from Bill Kupfer, Director of Environment, Safety, and Risk Management at bill.kupfer@csuci.edu. Please scan and send confirmation of the approval via email to Jane Wanberg at jane.wanberg@csuci.edu or interoffice a hard copy.
The PAR Part II Form is the final stage in the PAR process. This form is to be completed and signed by the Principal Investigator (PI) and signed by the PI's Chair. It is the PI's responsibility to inform their Program Chair about their grant or contract proposal and obtain their signature prior to the assigned internal review deadline.
The PAR Part II form is submitted to ORSP in hard copy or scanned and sent via email to Jane Wanberg at jane.wanberg@csuci.edu. ORSP must receive the PAR Part II form ten (10) days prior to the assigned internal deadline.
The PI must be available throughout the duration of the administrative review or appoint someone that can make changes to the program narrative, project design, and budget as requested by the reviewers.
If you have funder forms that require original signatures, these hard copies should be delivered to ORSP by your internal deadline. If your proposal requires a letter of support from President Rush or other administrators, please contact ORSP immediately so that we can adjust your internal review deadline.
NOTE: The Office of the President requires ten (10) working days to review a grant, contract, MOU or to provide a letter of support for a grant contract.
