Aug. 4, 2021

Dear Colleagues:

During our most recent Town Halls just two weeks ago, I promised follow-up communication that provided a summary of the information that was discussed. However, since that time, much has changed, and I’d like to provide more specific information for employees in relation to the CSU Vaccination Policy.

Vaccination Requirements
Chancellor Castro announced on July 27 that the CSU will require faculty, staff, and students who are accessing campus facilities to be immunized against SARS-CoV-2, the virus that causes COVID-19. Those who qualify for a medical or religious exemption will be required by CSUCI to receive weekly COVID testing.

We are currently navigating the labor relations aspects of the vaccination requirement. The announcement indicated that the policy can be implemented immediately but represented employees will not be subject to disciplinary action while the CSU is in the meet-and-confer process with its labor unions. In addition, the CSU Vaccination Policy indicates that individuals can certify their vaccination status through self-attestation. However, at CSUCI, we are working towards a more rigorous certification requirement through proof of vaccination, as well as testing for those who qualify for an exemption.

As such, for non-represented employees and students, we are moving forward with requiring proof of vaccination and testing for those who are not vaccinated. We are currently working to do the same for our represented employees. While verification and testing are being bargained with our various unions at the campus level, we will continue to operate within the requirements as outlined by the Cal/OSHA Emergency Temporary Standards, which requires self-attestation for all employees.

In consideration of the various employee groups and bargaining units at CSUCI, as well as the variability in bargaining processes amongst units, we have created webpages that are designed to communicate classification specific information and instructions on next steps and required action. At this time, represented employees may choose to submit their verification voluntarily while meet-and-confer sessions over policy impact take place. Each webpage will allow employees to submit vaccine attestation, verification, or request an exemption.

Non-represented, Confidential, MPP’s, and student assistants, should submit their verification by Aug. 11, 2021. Weekly COVID-19 testing will commence on Aug. 12, 2021, and more information on testing can be found in the links provided by employee classification within the table below. For information about actions related to your specific employment affiliation, please click on the appropriate link below. Each webpage also includes updates and more specific information on the various topics of discussion during our Town Halls and additional information on our Fall 2021 plans.
