Calleguas Municipal Water District; University of California Santa Barbara

Doug Kulper is District Counsel for the Calleguas Municipal Water District, which supplies water to most of Ventura County. He is the former managing partner of Ferguson Case Orr Paterson, the largest law firm in Ventura County. After 19 years with the firm, Mr. Kulper recently retired in order to allow him more time to teach. 

Prior to attending law school, Mr. Kulper became a CPA while employed with the international accounting firm of Arthur Young & Co. (now Ernst & Young).

Mr. Kulper received his Bachelor of Science and M.B.A. from California Polytechnic State University at San Luis Obispo. He earned his Law Degree from the University of Utah S.J. Quinney College of Law, Salt Lake City.

Mr. Kulper was an adjunct professor at California State University Channel Islands for five years, teaching accounting, business law, and ethics. He currently teaches a full schedule of upper division courses in the Economics Department at the University of California Santa Barbara, including “Business Law & Ethics in Accounting” and “Financial Accounting Analysis and Planning.”

While at Ferguson Case Orr Paterson, Mr. Kulper developed the CPA/Law Society of Ventura County, and has been its president since January 2000. The CPA/Law Society now has chapters in West Ventura County, East Ventura County, and Santa Barbara. In 2003, he created a CPA/Law Society scholarship program for local college students, including students from the MVS School of Business & Economics. The CPA/Law Society surpassed $240,000 in cumulative scholarship awards in 2010.
