Purpose

The President of the campus may permit forms of transportation on the campus in accordance with reasonable directives issued by the campus President. In an effort to encourage alternative forms of transportation at CSU Channel Islands (CI), the President has set forth the regulations that govern the operation and use of bicycles, skateboards, roller skates, in-line skates, and other similar devices on University property.

Background

The authority to establish rules and regulations pertaining to the use of bicycles, skateboards, and other similar devices on a California State University campus is vested in the University’s President, pursuant to section 21113 (g) of the California Vehicle Code and Title 5, Article 9, section 42353.1 (a) of the California Code of Regulations.

The Chief of Police, Dean of Students and the Associate Vice President for Human Resources Program.

Applicability

This policy applies to all University students, faculty, University staff, tenants, volunteers, and visitors on the main Camarillo campus only. This policy does not apply to the University Glen residential community and Town Center.

Definition(s)

Students - A student currently enrolled at CI during the spring or fall semester, summer period, or one who has completed the immediately preceding term and is eligible for re-enrollment. This also includes nonmatriculated (i.e. Open University, Extended Education, Osher Lifelong Learning Institute, and prospective/intent to enroll) students and excludes full-time and permanent part-time employees.
University Staff - All represented and non-represented employees of the University except those in Unit 3 and Unit 11. (Note: Unit 11 student part time workers, graduate assistants and teaching associates are excluded from this definition because they are primarily on campus for purposes related to obtaining their educational goal and therefore are not considered employees for the purpose of the policy.)
Faculty - Members of Collective Bargaining Unit 3, as well as volunteer professors. Tenants - Tenants are defined as any organization or person(s), or employees of an organization or person(s), who possess an executed lease with CI.
Pedestrians – Pedestrians are defined as any person walking.
University property – All property owned, leased, and /or controlled by CSU Channel Islands, excluding University Glen and the Town Center, Boating Instruction and Safety Center, and satellite campuses.
Bicycle – A bicycle is a device upon which any person may ride, propelled exclusively by human power through a belt, chain, or gears, and having one or more wheels.
Skateboard – A skateboard is a device propelled by human power with wheels and a floorboard designed to be stood upon when riding.
Roller Skates – A roller skate is a shoe or boot with wheels or casters attached to its sole for skating on hard surfaces. This definition includes in-line skates, which are roller skates whose wheels are arranged in a straight line, and Heelys, which are shoes with a wheel that protrudes and retracts from the heel, sole or boot.
Acrobatics – Acrobatics is defined as any action on roller – equipped devices that is not necessary for the safe forward movement of the rider and which might be described as a "trick" or "routine", including, but not limited to, such maneuvers as having all wheels off the ground at the same time, jumping up or down steps, and so on.
Motorized – Motorized as defined for this policy, is as any transportation device other than a bicycle that is powered by a gas or electric engine.
Roadway- Roadway as defined in the California Vehicle Code, section 530; a “roadway” is that portion of a highway improved, designed, or ordinarily used for vehicle traffic. 

Text

The University encourages and supports the use of alternative forms of transportation. Use of such forms of transportation is limited or restricted only when necessary to provide for the safety of all members of the campus community and to protect University property. This policy addresses the use of the following personal forms of transportation on campus.

1. Bicycles
a) Unless otherwise provided by signage and regulation, bicycles may only be ridden on roadways and in compliance with the California Vehicle Code.
b) Bicycles shall not be ridden on any sidewalk, accessibility ramp, or stairway.
c) Bicycles must park in bike racks and storage lockers specifically designed for this purpose.
d) No bicycle shall be chained or otherwise locked or attached to any stairway, handrail, signposts, streetlights, or other objects not maintained or designated for the purpose of securing bicycles.
e) Bicycles on campus, that by the nature of their appearance, physical condition, and appear to be abandoned, will be considered abandoned. Disposal of abandoned bicycles will be in accordance to CSU Policy General Accounting 3250 .01 (March 31, 2011), Disposition of Lost, Unclaimed or Abandoned Property.
2. Skateboards, Scooters, and other similar devices
a) Unless otherwise provided by signage and regulation, skateboards, scooters, roller skates and other similar devices may be ridden on sidewalks.
b) Skateboards, scooters, and other similar devices shall be operated at a safe speed and all wheels shall maintain contact with the sidewalk or paved surfaces at all times.
c) Roller skates and other similar devices shall be operated at a safe speed and shall not engage in any acrobatics. Only the action necessary for the forward movement of the rider is allowed.
d) Pedestrians have the right of way at all times on the sidewalks.
e) No skateboard, scooter, or similar device shall be ridden inside buildings, on stairways, on accessibility ramps, alley, roadway, or parking lots.
f) Skateboards and other similar devices may be carried (but not ridden) into campus buildings and classrooms as long as they do not create an obstruction, trip hazards or damage to University property.
g) The use of motorized skateboards, scooters, and other similar devices is prohibited on
campus.
