Public Records Act

The California Public Records Act (Cal. Govt. Code §7922.535) and the McKee Transparency Act (Cal. Education Code §89914(c)) provide that members of the general public may request state agencies and their auxiliary organizations to disclose public records. California State University (CSU), as a public agency, and its auxiliary organizations, have a legal obligation to respond within ten (10) days of receipt of the request. The response can, but does not have to, include the actual records. If responsive (non-exempt) records exist, they will be made available for inspection or copying within a reasonable amount of time based on their volume and complexity.

Guidelines for Submissions

  • Must be focused and effective to reasonably describe an identifiable record. Where a request is not specific, the CSU and its auxiliary organizations will assist in narrowing the request.
  • Can be oral or in writing. For purposes of clarity, the CSU and its auxiliary organizations encourage written requests.

Inspections or copying may not interfere with the business operations of the university or its auxiliary organizations. Records that are reasonably required by CSU or auxiliary organization personnel in the performance of their duties may not be available for inspection at certain times.

Additional Information

CSU will make available to you any records that are public. Certain records are exempt from public disclosure (Cal. Govt. Code §7922.535). It will be necessary to redact from them any personal and otherwise privileged information before they can be made available to you. The Public Records Act does not require CSU or its auxiliary organizations to answer questions or create documents that do not already exist.

If you wish to inspect the records at CSU Channel Islands, you may contact the Public Records Access Officer to schedule a mutually convenient date and time.  If you wish to receive hard copies, CSU will charge the direct cost of duplication (20 cents per page). We will advise you when the records are located as to the exact number of pages upon which any charge will be based. We will require full payment before we begin the redaction and duplication process. There is no charge for providing electronic documents if they currently exist in an electronic format.
