    1. Purpose

    This Privacy Notice explains how the California State University (“CSU”), a constitutionally created state agency and system of public higher education, collects, uses, shares, and protects personal information. CSU processes personal information only for purposes authorized by law and consistent with its educational, administrative, and public service mission.

    2. Scope

    This Notice applies to CSU-owned and CSU-controlled websites, mobile applications, CSU systems and administrative processes that collect, maintain, or process personal information.

    Individual campuses, programs, or departments may publish supplemental privacy statements describing practices specific to their additional services which are not encompassed by this Notice. Student health, counseling, or wellness services may maintain their own HIPAA privacy notices where applicable.

    Third-party platforms and services used by CSU (e.g., learning management systems, proctoring tools, conferencing platforms) have their own privacy policies and practices. Individuals should review the applicable third-party privacy notices when using those tools.

    This notice does not apply to third-party websites linked to or from our websites nor the information or content contained in them, and we make no warranty, either express or implied, concerning the content of any such site, including the accuracy, completeness, reliability, or suitability of them for any particular purpose, nor do we warrant that any such site or content is free from any claims of copyright, trademark, or other infringement of the rights of third parties, or that any such site or content is devoid of viruses or other contamination. We may provide links to other websites to you solely as a convenience, and the inclusion of linked sites does not imply endorsement by CSU of any of the linked sites.     3. Information We Collect 

    CSU collects information necessary for legitimate educational, administrative, research, and operational purposes, as authorized by law. Some personal information is required by law or necessary to administer CSU programs and services. Other information may be optional or voluntarily provided. Some services or benefits may require specific information to be provided in order to be available.

    Depending on the nature of your transactions with CSU, the services you use, and the information you provide or that is otherwise collected or generated in connection with CSU operations, the personal information CSU collects may include, but is not limited to:

    a. Personal Identifiers

    Name, address, phone number, email address, student ID, employee ID, CSU authentication credentials, and government-issued identifiers (including passport data/images).

    b. Financial Information

    Financial aid information, payment and billing data, tax information, Social Security numbers or government-issued identifiers, and donation history.

    c. Educational Records 

    Transcripts, grades, class enrollment and schedules, emails that relate to a student, academic standing, areas of study, academic advising notes and information, and investigatory/disciplinary records.

    d. Health Related Information

    Student health and counseling data and employee benefits-related medical/insurance information. CSU is generally not a HIPAA-covered entity except where specifically identified.

    e. Employment Information

    Payroll, benefits, leave/absence, applicant data, and personnel records.

    f. Communications

    Emails, messages, or social media interactions with or directed to CSU, including message content and contact information. Communications may be retained and reviewed in accordance with applicable law, CSU policy, and the California Public Records Act.

    g. Online and Technical Data

    IP addresses, device identifiers, login activity, browser type, operating system, system logs, location, and usage analytics.

    h. Demographic Information 

    Date of birth, gender, photographs, and voluntarily provided demographic data.

    i. Alumni and Donor Information

    Contact information, degree and graduation data, and engagement history maintained for alumni relations and University advancement.

    j. Minors

    CSU does not knowingly collect personal information online from children under 13 without verified parental consent. Limited information is collected for participation in youth programs in accordance with CSU policy.

    4. Legal Authority for Collection

    CSU collects and maintains information in accordance with:

    • California Education Code and Title 5, California Code of Regulations (including § 42396–42397)
    • Family Educational Rights and Privacy Act (FERPA)
    • Information Practices Act of 1977
    • CSU policies, executive orders, and systemwide information security and privacy guidelines
    • Other applicable federal and state laws supporting CSU’s educational and administrative functions

    5. How We Use Personal Information

    CSU uses personal information only for purposes consistent with the reason it was collected and as authorized by law. These purposes include:

    • Admissions, recruitment and outreach, registration, enrollment, instruction, and academic evaluation, compliance with U.S. visa regulations
    • Financial aid processing, scholarships, and student support
    • Employment, payroll, benefits administration, and applicant review
    • Housing, dining, student life services, transportation services, and campus operations
    • Alumni engagement, donor relations, and advancement activities
    • Registration for sports, cultural, educational and other university events
    • Communication and work with volunteers (e.g., advisory boards)
    • Research, reporting, accreditation, and compliance with federal or state mandates
    • Security, fraud prevention, and maintaining the integrity of CSU information systems
    • Providing requested services, responding to inquiries, and communicating University information
    • Personalizing online or campus services when permitted by law
    • Conducting analysis, reporting, and service improvements using de-identified or aggregated information whenever feasible

    6. Website Operation and Technical Information

    a. Cookies

    CSU websites use session and persistent cookies to support secure login, remember preferences, and improve site performance. You may disable cookies in your browser settings however some services may not function without them.

    b. Analytics

    CSU uses analytics tools (such as Google Analytics or comparable platforms) to collect aggregated or de-identified information, where feasible, about how users interact with CSU websites. Analytics data may include device type, pages visited, and session duration. 

    c. Session or Screen Recording Tools

    Certain CSU sites may use limited tools (such as Microsoft Clarity) that capture cursor movement, scrolling, or navigation patterns to evaluate usability.

    To protect privacy:

    • CSU configures these tools to avoid capturing keystrokes, form entries, or the content of communications
    • Recordings exclude authentication screens and any page that displays sensitive information

    d. Log File Information

    When you access CSU websites, our servers may automatically record certain information sent by your web browser. These server logs may include information such as Internet Protocol (IP) addresses or other device identifiers, browser type, operating system, date and time of access, pages viewed, referring or exit pages, and related technical data.

    Log file information is used for purposes such as system administration, security, troubleshooting, performance monitoring, and ensuring the integrity and availability of CSU systems, and is retained in accordance with CSU policy.

    e. Device and System Security Technologies

    CSU may use automated technical measures to help protect the security and integrity of its websites, systems, and services. These measures involve collecting and analyzing limited technical information about devices and connections such as browser type, operating system, device configuration, and related system signals to help detect potentially fraudulent, malicious, or unauthorized activity, including automated or bot activity.

    CSU does not use these measures to identify individuals by name or to track users across non-CSU websites. Information collected through these security measures is used solely for security, operational, and compliance purposes, is handled in accordance with applicable law and CSU policy, and is retained only as long as necessary to fulfill those purposes.

    f. Clear Gifs Information

    CSU websites and HTML-based emails may use clear gifs (also known as web beacons or pixel tags) to help understand whether content is accessed or communications are opened. These technologies may collect limited technical information, such as confirmation that a page or email was viewed, and related device or access data.

    Information collected through clear gifs is used for purposes such as measuring engagement, improving content and communications, and supporting system operations, and is handled in accordance with applicable law and CSU policy.

    g. Pixel Tracking

    CSU websites may use pixel tags or similar technologies in connection with website analytics, system performance measurement, and outreach effectiveness. These technologies help CSU understand how users access and interact with CSU websites and communications at an aggregate level.

    Pixel tags are not used by CSU to engage in commercial advertising, behavioral profiling, or cross-site targeted advertising. Information collected through these technologies is used to support CSU’s educational, administrative, and operational functions and is handled in accordance with applicable law and CSU policy.

    h. Do Not Track

    CSU websites do not currently respond to browser-based “Do Not Track” signals unless otherwise noted.

    7. How We Share Personal Information

    CSU may share personal information only as permitted by law and CSU policy:

    • With CSU campuses, departments, and employees with a legitimate educational or business need
    • With contracted service providers who assist CSU in delivering services (e.g., financial aid processing, web hosting, application platforms, proctoring systems, LMS tools, and payment processors)
    • With government agencies or law enforcement when required by law or valid legal process
    • To protect CSU’s legal rights, comply with investigations, or support information security functions
    • As otherwise authorized or permitted by law, including where consent is required

    CSU does not sell personal information. 

    8. Alumni Data Sharing

    Pursuant to California Education Code § 89090 and the CSU Alumni Affinity Agreement Policy, CSU may share limited alumni data including name, mailing address, and email address with approved vendors.

    Vendors must:

    • Use the data only for authorized purposes

    • Protect the data consistent with CSU standards

    • Prohibit further disclosure

    Opt-Out of Alumni Affinity Sharing:
    Alumni may opt out of vendor sharing by contacting their campus alumni relations office or calling the systemwide alumni affinity opt-out line at (866) 414-8136. Requests will be processed within 45 days consistent with CSU policy.

    9. Protection of Information

    CSU employs administrative, technical, and physical safeguards in accordance with the CSU Information Security Policy to protect personal information against unauthorized access, use, or disclosure.

    Although CSU strives to protect personal information, no system is perfectly secure, and individuals should take steps to secure their own devices and accounts.

    If a security incident compromises personal information, CSU will notify affected individuals in accordance with CSU policy and applicable law.

    10. Retention and Disposal

    The CSU Records Retention and Disposition Policy governs retention and disposal of records, including those that contain personal information. In general:

    • Student records are retained consistent with academic and regulatory requirements
    • Employment records are retained for required administrative and audit periods
    • Log and technical data may be retained for shorter security-related durations

    11. Your Rights

    a. Under FERPA (for Students)

    Student requests relating to FERPA records should be made through the campus registrar. Students have the right to:

    • Inspect and review education records
    • Request correction of inaccurate or misleading information
    • Consent to or restrict certain disclosures
    • File a complaint with the U.S. Department of Education

    b. Under the Information Practices Act of 1977

    Individuals may request access to and correction of records.

    Deletion requests are evaluated in accordance with applicable law, including records retention, public records, and audit requirements. Individuals may request access to and correction of records under applicable law. Records are retained or disposed of in accordance with legal, regulatory, and records retention requirements.

    12. Children's Privacy

    CSU does not knowingly collect personal information from children under 13 online without verified parental consent. Parents or guardians may request review or deletion of their child’s information by contacting the CSU Privacy Program.

    13. EEA Data Subject Rights

    If you are an individual located in the EEA only, you have certain rights with regard to your personal data collected while you are in the EEA. These rights may include right of access, right of correction, right to be forgotten, right to restrict processing of your identifiable personal information, right to notice related to changes/deletion/processing limits, right to data portability, right to objection, right not to be subject to decisions based solely on automated processing, and right to withdraw consent. Some of these rights are restricted by law to information that was collected on the basis of explicit consent, or are restricted by other conditions (such as necessity for contract or to comply with the law). You have the right to contact us in connection with the exercise of your rights under applicable EEA law, which you can do through the contact information below, or by sending an email to privacy@calstate.edu. We will respond to your written request without unreasonable delay and in accordance with any deadlines imposed by law. Unless we notify you at the time of your request, we will not charge you any fee in connection with the exercise of your rights. If you are not satisfied with our response, you have the right to complain to or seek advice from a supervisory authority and/or bring a claim against us in any court of competent jurisdiction.

    14. Changes to Our Privacy Notice

    We reserve the right to modify this Notice at any time. This Notice may be updated to reflect changes in law, CSU policy, or operational practices. The most current version will be posted on the CSU privacy webpages. Material changes will be posted with a revised effective date.
