A cornerstone of the California State University and higher education is the principle of one’s individual freedom to learn, teach, work, think, and take part in their intellectual and career endeavors in a fulfilling, rewarding, safe, and healthy environment. This includes all students, faculty, staff, alumni, university volunteers, contractors or vendors, and visitors to any California State University campus or properties.

Effective Aug. 23, 2017, CSUCI will be smoke and tobacco-free. The following will not be allowed:

  • Use of any smoke-emitting products including cigarettes, cigars, cigarillos, pipes, hookahs, e-cigarettes, vapor devices, or similar products, are all prohibited on University-owned property.
  • Tobacco and nicotine use in any form whether smoked, heated, chewed, absorbed, dissolved, inhaled, snorted, sniffed, or ingested by any other means. FDA approved tobacco cessation products when used for this purpose are exempt.

The Smoke & Tobacco-Free Policy will apply to all University-owned, undeveloped or leased property, including the interior and exterior of buildings; parking lots; vehicles owned, leased or rented by the University or one of the University’s auxiliaries; private vehicles on University-owned, undeveloped or leased property; and the CSUCI Park off Camarillo Street.

For more specific information regarding the Smoke and Tobacco-Free Policy, please refer to CSU Executive Order 1108 (PDF, 126KB).

As the entire campus is now smoke and tobacco-free, the University will no longer designate locations where smoking is permitted and ashtrays will be removed.

People seeking support to reduce or cease the practice of smoking or tobacco use can find additional information at Resources to Quit.

It is the expectation that the CSUCI community will come together and practice “social enforcement,” which refers to the establishment of a broadly shared norm and value within our community. Members of the CSUCI community will maintain the no smoking or tobacco policy by engaging in direct, honest and supportive communication.

While compliance with this policy is an individual responsibility, members of the campus community should be aware that enforcement of this policy may occur in the following instances:

  • University Police shall reserve all enforcement authority with regards to any violation of existing state and federal laws.
  • Individual agreements that prohibit smoking and proscribe penalties for breaches (e.g. the Housing & Residential Education license agreement, other residential licenses, or existing leases).

CSUCI will neither encourage nor tolerate hostile interpersonal conduct related to the enforcement of this policy.

If you encounter an employee who violates the policy and disregards your requests for them to stop, contact Human Resources at 805-437-8490 or smoke-free@csuci.edu.

Recurring student violations of this policy should be reported to Student Conduct & Community Responsibility at 805-437-3332 or smoke-free@csuci.edu.

We look forward to continuing a safe and healthy environment for students, faculty, staff and visitors to our campus.
