An alternative consultation process was conducted from February 3 to March 4, 2025. Led by the Student Fee Advisory Committee (SFAC), the 30-day campaign informed students about the purpose and impact of Category II mandatory fees—many of which have remained unchanged for over a decade. These fees support essential services and programs that enhance student life at CSUCI.
Outreach included:
- Weekly emails and social media posts
- Two in-person and two virtual information sessions
- Eight tabling events across campus, including evenings
- A student survey
Student feedback from the campaign informed SFAC’s April 18, 2025, recommendation memo to the University President. The proposal includes phased fee increases and adoption of the Higher Education Price Index (HEPI) to guide future inflationary adjustments—ensuring long-term financial sustainability.
Approved Fee Increases – Effective Spring 2026
On May 2, 2025, the University President approved phased increases (over five years)
to the following Category II fees.

- Current Fee: $190 Annually, FY 25/26: $270 Annually, FY 26/27: $330 Annually, FY 27/28+ with Application of HEPI**
- Recreation & Athletics
- Current Fee: $140 Annually, FY 28/29: $155 Annually, FY 29/30+: $175 Annually with Application of HEPI*
- Materials, Services, Facilities & Technology
- Current Fee: $130 Annually, FY 25/26: $171 Annually, FY 26/27+ with Application of HEPI**
- Instructionally Related Activities
- Current Fee: $120 Annually, FY 25/26: $142 Annually, FY 26/27: $166 Annually, FY 27/28+ with Application of HEPI**

Approved Fee Referendum – Fall 2025
On May 2, 2025, the University President and SFAC approved proposing an ASI Fee increase, recommending that ASI assist with conducting a formal ASI Fee Referendum in Fall 2025. This referendum will cover the proposed phased fee increases starting FY26-27 and the inclusion of HEPI adjustments for inflation starting FY28-29.
UPDATE on Approved Fee Referendum – Fall 2025: The campaign launched October 3, 2025, with student voting held during a special election from November 3- 5, 2025. The referendum concluded with a favorable student vote. Of the 493 total ballots cast—representing 10.12% of eligible student voters—64% voted “Yes” in support of the proposed fee structure, with 36% voting “No”. On March 2, 2026, the University President approved the proposed phased ASI Fee increase. The approved plan includes phased fee increases starting FY26-27 and the inclusion of HEPI adjustments for inflation starting FY28-29.
Approved Condensed Alternative Consultation – Spring 2026
To address the Student Union Facility's debt service requirements and ensure compliance with the required Debt Service Coverage Ratio (DSCR), CSU Channel Islands initiated a Condensed Alternative Consultation process in accordance with CSU policy. This policy allows the President to adjust Category II fees associated with capital project debt service when financial compliance thresholds are not met.
The consultation process emphasized transparency and included SFAC review of financial projections, debt service obligations, and supporting documentation.
Consultation began with the Student Fee Advisory Committee (SFAC) on April 3, 2026, followed by consultation with ASI Student Government on April 23, 2026. Both groups expressed support for the proposed fee adjustment. On May 1, 2026, SFAC unanimously voted to recommend the fee increase.
On May 25, 2026, the University President approved a phased Student Union Building (SUB) Fee increase. The approved plan includes phased fee increases beginning in FY 2027–28 and annual Higher Education Price Index (HEPI) adjustments beginning in FY 2029–30 to address inflation and support ongoing debt service obligations.
