CI 2025 Progress

The CI 2025 plan is now well underway to help meet the need to physically grow and improve the CSUCI campus as our student enrollment grows. Though the CI 2025 plan was not formally announced until 2014, the roots of the plan were planted in the University's early days. Track the progress we're making with the timeline below. 2000

June 5, 2000: The CSUCI Site Authority Board adopts the Community Development Area Specific Reuse Plan (PDF, 3.2MB) to guide future development of portions of the CSUCI campus.

2000 – 2007

University Glen Phase 1 with 658 dwelling units and the Town Center is built out, including roadways and infrastructure for a future Phase 2 residential development of 32 acres on the east side of campus.

2007

October 2007: CSUCI updates the campus Master Plan (PDF, 7.4MB) to provide guidelines for future campus growth and development. The campus master plan would be updated again in 2014 with the concept approval for the CI 2025 Vision Plan (PDF, 897KB)

2008

June 27, 2008: The CSUCI Site Authority Board halts Phase 2 development of the 32 acre site due to the economic downturn. Site Authority Board Minutes 06-27-2008 (PDF, 52KB)

2013

December 3, 2013: The CI 2025 Project Team presents the concept of the CI 2025 plan (PDF, 10.3MB) to the CSUCI Site Authority Board, which approves hiring a development advisor for the project (PDF, 835KB).

2014

May 27, 2014: CSUCI hires a development advisor for CI 2025.

July 2014: The CSUCI Site Authority Board receives a Student Housing Market Study report (PDF, 1.0MB) to help it determine the feasibility of the proposed Santa Rosa Village student housing project.

September 15, 2014: The CSUCI Site Authority Board provides concept approval for the CI 2025 Vision Plan (PDF, 897KB). See the CI 2025 Vision Plan (PDF, 30.8MB).

November 2014: The CSUCI Site Authority Board receives a report from its development advisor on the initial findings in relation to the CI 2025 plan (PDF, 656KB), including objectives and key implications critical to the success of CI 2025.

November 24, 2014: CSUCI breaks ground on Santa Rosa Village.

2015

January 2015: The CSUCI Site Authority Board receives its development advisor's recommendations and strategies on how to successfully implement the CI 2025 plan (PDF, 3.0MB).

January 28, 2015: The CI 2025 Plan is presented to the CSU Board of Trustees for the first time. CSU Board of Trustees Agenda 01-26-2015.

March 25, 2015: The CSU Board of Trustees approves CSUCI’s concept for the first project of the CI 2025 plan—the expansion of University Glen through a public/private partnership. CSU Board of Trustees Resolutions 03-2015.

October 14, 2015: The CSUCI Site Authority Board provides conceptual approval for the sale of existing University Glen apartments. Site Authority Board Minutes 10-14-2015 (PDF, 848KB).

2016

March 30, 2016: The CSUCI Site Authority Board approves the sale of existing 328 apartments and the Town Center in University Glen. Site Authority Board Minutes 03-30-2016 (PDF, 676KB).

May 23, 2016: The CSU Board of Trustees approves the sale of existing 328 apartments and the Town Center in University Glen. CSU Board of Trustees Resolutions 05-2016.

June 11, 2016: CSUCI receives Association of University Administrators’ (AAUA) John L. Blackburn Award for CI 2025 Vision Plan.

August 2016: Kennedy Wilson selected as the developer for the expansion of the University Glen development, also known as Phase 2, converting 32 acres into a mixed housing complex.

August 8, 2016: CSUCI sells existing University Glen apartments and Town Center to Kennedy Wilson for $81M.

October 2016: The University Glen Community Advisory Group is formed to represent the interests and concerns of the University Glen community to the Site Authority.

November 7, 2016: CSUCI holds a ribbon-cutting ceremony for the new Santa Rosa Village student housing facility and the renovated Islands Café.

November 9, 2016: University Glen Phase 2 development plan for 32 acres revised to reflect proposed higher density of 310 apartments, 170 senior apartments, and 120 for-sale properties (66 townhomes and 54 single-family residences). See the updated site plan (PDF, 628KB).

November 16, 2016: CI 2025 Plan fact booklet (PDF, 5.0MB) distributed to University Glen residents sharing the University's vision and soliciting feedback.

November 29, 2016: CSUCI issues initial study of proposed Phase 2 development (PDF, 10.3MB).

2017

April 17, 2017: The CSUCI Site Authority Board approves the updated plan for Phase 2 development of 32 acres (PDF, 5.0MB). Site Authority Board Agenda 04-17-2017 (PDF, 76.7KB).

June 19, 2017: The CSUCI Site Authority Board publishes Final Environment Impact Report (PDF, 9.0MB) on proposed Phase 2 development.

July 19, 2017: The CSU Board of Trustees approves proposed Phase 2 development. CSU Board of Trustees Resolutions 07-2017.

August 7, 2017: The CSUCI Site Authority Board approves an amendment to the Community Development Area Specific Reuse Plan to allow for additional residential units to be developed on the 32 acres site. Site Authority Board Agenda 08-07-2017 (PDF, 58KB).

2018

January 2018: Negotiations on agreement terms with Kennedy Wilson for 32-acre development underway. 

2020

November 25, 2020: Building permits for the 32-acre project are issued after review of plans by the Office of the State Fire Marshal, third party plan-checkers, and CSUCI’s Planning, Design and Construction department.

2021

August 9, 2021: With negotiations substantially complete, the CSUCI Site Authority Board authorizes the Board Chairperson to execute agreements for the 32-acre development. Site Authority Board Agenda 08-09-2021 (PDF, 70KB).

September 27, 2021: Master Ground Sublease of the 32-acre parcel is signed between the CSUCI Site Authority and Kennedy Wilson.

November 1, 2021: Construction work scheduled to begin on the 32-acre project.
